Kevin J Chen
Well recognized for his visionary expertise and business accomplishments, Mr. Chen has 20 years experience in real estate investment and development. He also has 30 years experience in creative fashion and arts. Mr. Chen is currently a participant in the Real Estate Advanced Management Development Program (AMDP) at Harvard University Graduate School of Design.
Mr. Chen is a member of Central City Association of Los Angeles and Advisory board member of California Fashion Association. He is a supporter of Inner–City Arts organization, Asian Americans and Pacific Islanders (AAPI), California Fashion Scholarship Foundation, FIDM Museum of the Helen Larson Historic Fashion foundation, Red Cross, City of Hope, Methodist Hospital foundation, Society of St. Vincent de Paul non-profit organization, and Arts District Los Angeles.
Mr. Hsieh is the President of TSM. He overviews the firm and participates directly on all projects. During his career, Mr. Hsieh has been critically involved in design, development and construction of projects ranging from high-rise buildings to complicated projects involving building codes or program. Tom brings a sensitive balance of design and budget which stems his passion for problem solving.
Senior Project Manager
Ms. Williams joins Psomas as a Senior Project Manager on the firm’s Los Angeles Planning and Entitlements Team. Williams brings to the firm her strong relationships with elected and appointed officials at City Hall and far-reaching connections to all stakeholders in Downtown Los Angeles, combined with her deep knowledge of the needs of the development community. With an emphasis on urban infill projects, she is responsible for guiding zoning and subdivision entitlement applications for developers as well as representing them before public agencies.
Most recently Williams was Vice President of Legislative & Legal Affairs for the Central City Association of Los Angeles (CCA) where she was the business organization’s chief lobbyist, managing the CCA Political Action Committee (PAC) and organizing various industry sectors around emerging policy issues in Los Angeles and Sacramento. Previously, as CCA’s Director of Public Policy, she specialized in land use and economic development issues. Her achievements include drafting a comprehensive citywide housing production policy as well as a visionary development plan for the continuing evolution of Downtown Los Angeles. Building on her experience as a lobbyist in Sacramento and Los Angeles, she advises industry groups and businesses on political strategy, including support of specific candidates and policy measures.
Anne holds JD and MBA degrees from the University of Southern California and a BA from Claremont McKenna College. She was a founding Member and Vice President of the Downtown Los Angeles Neighborhood Council, and served on its Planning and Land Use Committee.

Mr. Miller, AICP, is a professional planner and vice president with 43 years of experience in both the public and private sectors. A principal of the firm, he has extensive experience in providing land use and entitlement assistance to major residential, commercial and industrial clients including residential/golf course subdivisions, master-planned communities, high-rise office developments, luxury hotels, regional shopping centers, and cultural and educational facilities.
As director of Psomas’ Planning and Entitlements service group, Mr. Miller manages professional planners and oversees land use applications for private development proposals and the preparation of zoning and subdivision ordinances, environmental guidelines, and specific and general plan documents for government agencies. Prior to joining Psomas, he served five years as City Planner for the City of Glendale and nine years as Principal Planner for the City of Carson.
Tom possesses creative design experience in all phases of architecture, master and specific planning, 3D visualization, graphic design and marketing. Throughout his 30 year career, he has been a strong client liaison and project team leader on complex multi-family, mixed-use and urban infill developments. With his proven project management and leadership skills, Tom is highly attuned to the client’s needs as he orchestrates the TSM team to capture their vision.
